Add minimum chisq threshold before upload

As in !178 (merged), ER-15 has seen a few runs of problematic uploads, due to some known issues from O3. SPIIR produces too many triggers with low reduced chisq. This is likely due to including IFO gaps and using a fixed autochisq length for all templates.

In this MR, it simply imposes a minimum chisq threshold on at least 2 detectors for upload. We know from MDC analysis that this produces more accurate IFAR, and a similar change was reviewed for O3.
