Draft: Add sealgw to trigger_control.

Luke Davis requested to merge ldavis__add_sealgw into ldavis__add_redis

Use temporary directory to store files in before it gets renamed to gracedb_id.

I'm going to use this branch to test upload latency, but most of this sealgw computation logic should be utility functions in the spiir-group spiir repo, they just need to be moved out of the SealGW consumer class.
