Rescale chisq dof and add feature flag

@manoj.kovalam is investigating our Chisq calculation, and it seems like we might be overestimating the degrees of freedom.

I've updated the calculation. It would be a one-line change in postcoh_utils.c, but the rest is needed for feature flags and testing.

I've set some tests going.
