Update bypass with O4-dev

Description

Merges latest spiir-O4-EW-development. The merge conflicts looked large, but it was mostly the same changes (adding in signal removal and some refresh offsets). I guess on the last merge we accidentally squashed the commits, which makes git think each branch made independent changes.

Tests

I've run the usual injection run with bypass enabled, it succeeds, though I ran it without warp reduce so there's floating point differences: update_bypass.log

I've run a quick background run with bypass, though again without warp reduce enabled. It's just a background run too, so the FARs are way out, but the rest seem similar: update_bypass_enabled.log
