Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 30 April 2024 starting at approximately 9am PDT. This MR upgrades the pipeline to Python 3, along with other dependencies which we judged necessary to upgrade as part of that process.

I'll add details to this MR over time, and remove the draft tag once the review is prepared.
