Fix typo in c changes

This fixes a typo in multiratespiir.c cuda_multiratespiir_push_drain() which may cause an EOS or GST_EVENT_SEGMENT event.

I'm not sure that this occurs at any meaningful point in production, it may be worth running with debug logs or adding an exit with an error in that function and then running it on MDC or offline to test.
