Changes

We've found some differences in results when running on segments in Py3. Some more changes are needed, but once complete this branch should get identical results to Py2 when running with the original resampler and determinism changes.

Purpose

This MR should be reviewed after the other changes are merged. It makes self-contained changes following the other gstreamer & python upgrades.
