Rerun git-clang to 1eb4e9d4

I noticed I'd slipped through some unformatted changes so reran to bbb35467 (an old known good formatted version of spiir-O4-EW-development)

But along the way, I accidentally ran the formatters to 1eb4e9d4 (spiir-review-O3-EW), which I've been using for gstreamer_python_upgrade. I think that's an important catchup, since when I merged O4-dev into gstreamer_python_upgrade, I ran into a bunch of things that'd been formatted differently (which I attributed to different versions of the formatter)

I'm not sure how they slipped through, but it should be harmless to catchup.
