Add Python 2.7, 3.4, 3.5 subports to LALSuite packages

This branch adds Python 2.7, 3.4, and 3.5 subports to lal, lalframe, lalinspiral, lalmetaio, and lalsimulation. Please critique. If this is acceptable, I will repeat it for the rest of the LALSuite packages.
