Fixing pip install -> setup.py install and getting rid of deprecated BAYESWAVE_UTILS environment variable

This reverts commit d0d6364f.

periodic hold/release for all file transfers, isntall exits on error, checkpointing prints a timestamp

also added optimization flags to install.sh

Suppressing non-existent directory warnings.  Added a -p to the mkdir for the etc directory in the bayeswave install dir

Redirect edited user-env file to install path instead of edit in place.  Edit in place in sed has different behavior on UNIX and BSD

Remove trailing forward-slash from install path (e.g., in case user tab-completed that path)
