Fixed various problems with reports page that I forgot to update after the Group/Pipeline/Search related changes. Actually, these had not been updated much since ER1, apparently.

Added tests of eel creation for public, lvem, and internal users. EEL access is based on event access.

Added an ignore list of emails to which we should not send any response. The main reason for this is that I got into an email loop with Mailer-Daemon and produced a zillion files in my tmp directory.

Fixed make_histogram command so that you get one histogram per pipeline, instead of one histogram per analysisType. This will mix HighMass and LowMass events, so we may want to split on search, where search is available. But I don't think it's that criticial since we aren't using these histograms much.

Must create guardian GroupObjectPermission objects and auth.Permission objects on the fly in test setUp, *because* django creates content type id's in an unpredictable manner when it runs syncdb for the first time. Since the permissions infrastructure depends on these content type ids, you can't use dumped objects for testing.

New features for testing the auth/permissions infrastructure. There is a rudimentary unit test, as well as a management command to create fixtures for the test.

Having gracedb.gracedb was confusing and awful.

Needs yet to be integrated into web site.
