Changing signoff form and expose/hide button on the superevent
web display to make an AJAX request to the relevant API endpoints.
This way, we don't have to maintain separate permissions and views
for web resources.

Moved events.api and superevents.api into the new api app.
We want to have a versioned API, so these are now in
api.v1.events and api.v1.superevents, respectively. Part of this
change is that we require a custom reverse function (api_reverse)
for handling versioning. Much of the required code changes for this
migration include converting reverses to use this function and
changing relative imports appropriately.

Adding view functions, templates, and full nasty javascript
to get a more complete and (hopefully) temporary implementation
of the superevent detail view ready. This includes buttons for
allowing/removing LV-EM access and forms for signoffs.

Changes to the eventlog API caused issues for calls to that resource
from within the javascript which populates the event log on the web
view for an event, since the issuer is no longer a dict containing
'username' and 'display_name' keys, but rather just a string
corresponding to the username.

Updated event static file serving to use X-Sendfile with Apache.
This is faster, more efficient, and seems to resolve the issue
with FITS file downloads from the web browser:

Javascript time zone selectors assumed the server time zone to be
America/Chicago, which we changed in
ab72e160, so we fixed that here.
Also fixed assumptions that LLO is in the same time zone as the
server.

Fixed a bug in gracedb/templates/gracedb/event_detail_script.js
which caused event logs to not render properly since the code was
trying to access a div which didn't exist.

to handle uploaded files with log entries submitted via
the web interface.

Removed hack to emobservation json format for backwards compatibility with skymapViewer. The latter has been updated to use the new format.
