Draft: Make Gravelamps discoverable by asimov

This MR will eventually add the code and configuration required to allow asimov to run Gravelamps. It adds an asimov pipeline plugin to Gravelamps which will allow the package to be imported by asimov when installed using a PEP 517 compliant installer.
