add python metadata to python conda package
If you try to pip install a package that depends on the nds2 python library, and the python client library should already be available via conda, the pip install will fail because it thinks nds2 client isn't available. According to @duncanmmacleod, this is something that can be addressed in the install process, and is already being handled properly in ldas-tools.
Here's an example of the error from a failing CI job:
$ conda activate test
$ python3 -m pip install cdsutils-*.tar.gz
Processing ./cdsutils-1.5.1.dev5+g0a41ca5.tar.gz
