Add hot/cold TTL for tables
This allows a 2-tier storage system for the timeseries and associated metadata. This also tunes the TTL for the extra storage allocation for the newly provisioned clickhouse server.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 19 November 2024 starting at approximately 9am MST (4pm UTC, 8am PST).
