Fix CI issues
Among other fixes:
- switch from cibuildwheel to python build component
- disable macOS build for now, requires extra packages on host runner
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 21 October 2025 starting at approximately 900 PDT (1600 UTC).
