Spectral updates
This MR fixes a few bugs in the coarse-graining and adds a running mean method.

Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 14 May 2024 starting at approximately 9am PDT.
