Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 30 April 2024 starting at approximately 9am PDT. Some unrelated improvements in this MR:

fixing veto definer parsing (broken in the workflow)
reducing the size of pickled objects
adding more details to documentation
adding custom seaborn palette option to statistical checks - defaults to the same palette used previously
blacking (so many minor changes)
