Draft: Science segment issue

This MR implements a small fix to a problem highlighted in issue #118, where adding the science_segment flag to a pygwb workflow run on local data applies that flag to that local data. It seems like we want to avoid that and run instead over the entirety of that local data.

Also includes a partial fix to #113.
