Add mask to baseline

Sylvia Biscoveanu requested to merge sylvia.biscoveanu/stochastic_lite:baseline_notch_list into master

As discussed with @kamiel.janssens, I've added a call to the StochNotchList object to set the frequency mask for the baseline. @kamiel.janssens for now I've called the method for initializing the StochNotchList object from a file load_from_file, but I can change this once you've added that function with whatever name you think is best. I'm adding the notch list MR as an explicit dependency here.
