Add missing install for documentation

The documentation job has started failing like

Extension error:
Could not import extension nbsphinx (exception: No module named 'ipython_genutils')
make: *** [Makefile:20: html] Error 2

Prior to this morning, this package was installed automatically, I'm not sure what changed upstream, but it is no longer installed. This MR explicitly installs the package.
