Add time-shift and changes to the delta sigma cut -- addresses issue #44

Adding a time shift implied:

• Adding a funtion that does a time shift in the timeseries in preprocessing.py
• Adding time_shift parameter in parameters.py
• Adding time_shift parameter in detector.py
• Modifying preprocessing_test.py accordingly Adding new changes to delta sigma cut
