Adding MY.NEED_LOCAL=False as an option in the config file

I hard-coded a change to a file that likely does not need to be changed at all since it only changes the CreateEventDag.sub, which doesn't submit a dag to GPUs anyway. So the real change in this merge request will be in config.py to add the MY.NEED_LOCAL=False option in the config file.
