Project Overhaul

Daniel Wysocki requested to merge rapidpe-rift_pipe into main

This MR carries over months of work from the development branch rapidpe-rift_pipe. The main changes are:

  • The project structure is overhauled to follow a proper Python package which can be pip installed
  • A unified RapidPE/RIFT pipeline is implemented and tested
