Replacing lalinference.rapid_pe imports with local ones

Parts of the code were still importing from lalinference.rapid_pe, which should have been stopped long ago.

Hopefully fixing this does not break any runs. It's also possible these scripts were not in use at all? I'd be surprised if they were, as we should've been running on up-to-date versions of LALSuite.
