Fixing --force-xpy issue with d-marg P-P tests

Rather than try passing --force-xpy through the config file, which neglected its absence from the accepted options to helper_LDG_Events.py, I have made helper_LDG_Events.py automatically add the option when using distance marginalization. The config file aspect has been removed.
