Added snr_optmizer in output

To-do:

• Fix linting issues so that pipeline passes
• Rebase with main and clean up commit history - Might have have happened while resolving conflicts when I had rebased before. Unsure how to fix this.
• Check that all the trigger-type Influx measurements are getting the new snr_optimized tag as expected:
  • triggers
  • missed_triggers
  • embright
  • source_class
  • sky_loc
  • snr_accuracy
  • parameter_accuracy
• Open a related MR in the config repo (https://git.ligo.org/rebecca.ewing/test-suite) with relevant changes to the scald config file - test-suite!9 (merged)
