improved marginalization over population uncertainty

This update adds gw-distributions as a dependency in order to facilitate marginalization over uncertainty in parametric population models. It also refactors the library and corrects a few bugs. Specifically, it fixes

• a bad jacobian from detector-frame to source-frame masses
• a bad population weighing procedure when we marginalize over population samples.
