Option to pass --singularity-wo-osg to util_RIFT_pseudo_pipe.py to generate with --use-singularity option but not run on the OSG. Also some minor changes (bugfixes?) for surrogate implementation, and pulling the definition of rundir out of the conditional for archive_pesummary so we don't repeat ourselves when my new implementation uses it later.
