ENH: Add first draft of make_scattering_injections.py, and an example notebook
Adds a script to inject scattering glitches into a timeseries. Also adds a notebook to demonstrate doing so.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 7 Mayl 2024 starting at approximately 9am PDT.
