Removes old installation scripts and cleans up and renames current SL7 script

Old scripts are obsolete.  Checked all content against current SL7
script, and nothing needs to be retained, so they were deleted.
Updated SL7 script to clarify one block of code and to delete several
comments that are no longer needed.

Add Scitokens authorization

Several assorted changes (use diff to find them)

Fixed issue with dqsegdb_web DB not being populated correctly on segments-web; fixed some files not being copied to the right filenames in /usr/share/dqsegdb_web/ on segments-web.

Added code to rename existing versions of some Shibbloleth-related files before downloading new copies, then check that they downloaded, and if not, copy from a local source; other minor changes.

Added code to verify that MariaDB is running before trying to populate a DB or import users and privileges; reports whether MariaDB and httpd started successfully; other minor changes

Added a check that /backup/segdb/reference/install_support/ is readable (mounted); added check and warning for host variable not matching hostname

Minor tweaks; final version that will be used to install segments-web (before more tweaks)
