Fix pipeparts import

Timothy Davies requested to merge tdavies__fix_pipedot_import into spiir_compatibility_fixes

Fixes the import of pipeparts in sink.py so we can run with GST_DEBUG_DUMP_DOT_DIR.

We've had successful runs & outputs previously. I can run new tests if required.
