Revert "Replace GValueArray with GstLALArray"

This reverts commit faafbd45.

Just making this MR to simplify !9 (closed), and to allow a possibly separate fix of merging to the O4b review tag of gstlal, which we should probably do regardless.

SPIIR won't function with this version will after either alternative fix is applied.
