Set gitlab ci to manual

Timothy Davies requested to merge tdavies__set_gitlab_ci_to_manual into spiir_compatibility_fixes

SPIIR only relies on a portion of gstlal and we're likely to make changes that temporarily break unused parts of gstlal. This MR sets gitlab CI to manual, so we have the option to run it for non-breaking changes.
