Merge to the official 1.10 release

I've merged up to 1.10, to match the latest IGWN environment. I had been having some issues, though I'm reasonably sure now that that was due to environment problems. However, it does all build well with the latest igwn over in igwn-py38-testing-spiir.

That is, I've been able to build this fresh, pip install py3c to the same dependencies dir, then build spiir.

I also fixed a broken import in !1 (merged)
