Update dashboard as first proper MVP

This PR implements:

• Automatic coinc.xml file discovery for arbitrary directories
• Loading and unloading of coinc.xml data
• SNR and PSD figures
• Download of coinc.xml files, postcoh trigger data, SNR and PSD figures
