fudge factor and recalculate sigmas

1. Updated fudge factor and added recalculating sigmas based on PSDs in xml.
2. Added "BNS_EW_10" and "BNS_EW_30" in share/scripts/sealgw_consumer/config_LHV_O4ExpectedPSD.json.
3. Read data from sngl_inspiral and coinc_inspiral tables instead of postcoh table. However, for extracting the trigger time, sealgw consumer would preferentially use postcoh table if available.
