Add a specific GraceDB executable

Charlie Hoy requested to merge charlie.hoy/simple-pe:gracedb_executable into main

The purpose of this MR is to make a new simple_pe_gracedb executable which generates a configuration file based on the provided SID/GID. This greatly simplifies running on GW candidates.
