Replicating Patrick's change to fix resmapling - change resampling to allow for more general scenarios as opposed to simple resample to a factor of the original. This solves Issue #1.

Changed average PSD so that we calculate PSD using mean or median on either side of the mid-segment and average the result.

Added option to use median PSD. Removed pwelch to use the same code, which can use mean or median methods based on params file
