Update tarball name/format in cpack configuration

This MR updates the CPack configuration for generating a package_source using cmake so that the tarball filename exactly matches the one produced by gitlab for a git tag.

The output name was

framel-{version}.tar.xz

and now will be

Fr-{version}.tar.gz
