Remove meson build files
Since the Python and Matlab bindings can only be built when CMake is used, the meson.build files should be removed to avoid confusion and remove the need to support multiple build mechanisms.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 30 April 2024 starting at approximately 9am PDT.
