Install matlab bindings when building in Cascina

Rhys Poulton requested to merge rhys.poulton/Fr:install_matlab_bindings into master

This merge request adds a document facility in CMT to install the Matlab bings into the ${FRROOT}/matlab directory. This is required as it seems that the Matlab users expect the Matlab bindings to be located ${FRROOT}/matlab. To ensure this is always available this merge request adds a copy of the Matlab bindings into the ${FRROOT}/matlab directory
