Update LIGO_LW XML output to new ID formats

This MR updates the LIGO_LW XML output to use the new simple int ID types and table declarations supported by the python-ligo-lw Python API.

This is 'Draft' (ATOW) to give sufficient time for discussion before merging and deployment.
