Suggested to merge in !10 (merged) first so preserve a separation of concerns. This MR should reduce to https://git.ligo.org/waveforms/lvcnrpy/compare/add-peak-check...add-phase-sense-check once !10 (merged) is merged.

Still to add a quick integration test for this feature.
