Make sure t=0 is peak of frame invariant amplitude

Previously t=0 was not consistently set. Now both the aligned-spin and precessing waveforms set t=0 to be the peak of the frame invariant amplitude (A_{\rm inv}=\sqrt{\sum_{\ell,m}|h_{\ell m}|^{2}} using all the modes that will be returned.
