Settings: change behaviour on f_ref

Raffi Enficiaud requested to merge feat/default-param-f_ref into main

f_ref is now set to f_start if not specified as settings by the caller.

  • settings back f_ref to the initial value in the regression tests

  • rebase onto ligo/main when accepted.
