Add method for calculating impact of syserr to response function and some read modules

Made a method to compute eta, impact of syserr to response function. Also included read modules for eta_UIM & eta_PUM .hdf5 file and uncertainty .hdf5 file.

The attachments are created by example file example_etas.py eta_R_c eta_R_a
