Remove HFRL rsync instruction from report generation

we've had a clause that tries to rsync HFRL measurements from the site ldas cluster during report generation. this was a terrible patch for many reasons, the largest of which is the fact that most control room users do not have access to the cal account on the ldas clusters.

this MR removes that step since we are moving the HFRL measurement calculation from the ldas servers to general purpose vms at each site, which have direct access to the control room filesystem (/ligo/groups/cal/ etc.).
