Moving Torwards Stable Release: Jack Changes #1

• Named Version 1.0.0. Can add tag after this?

• Distilled engine section of iwc_config_dev.

• Cleaned up o4a-pyEnv.sh.

• Some problems poked their head out when it came to getting frames using ligo command line utils... though this was not due to the above changes.

  • Used the bin for that category of executables as igwn conda env. bin: this raised an exception about an environment variable (which I felt like I had seen a while ago, but forgotten. Nevertheless, the pipe script seemed to finish to completion.
    • Recommend running on a standard O4a or O3b event (as in tutorial) to see if you get this.

• Updated docs a little bit in the tutorials repo.
