Bug fix - bug number 477. Auto-generated DAC Monitor screens not properly generated when both 16bit and 18bit DAC cards in a model. Cause was that supporting MEDM generation perl modules were not used correct DAC number index to write screen files, causing generation of 16bit and 18bit screens by the same name.

This removes the need to call code in epicsXfer.c to move this data to/from local memory space,
which had to be spread out across code cycles.
Initial testing shows no degradation in performance, actually some overall improvement in cycle
time stability. Regression testing of filter modules was performed on LHO DAQ test system.

This required working "tconvert" call to get the GPS time during "make install" phase.
Also requires new symmetricom driver loaded on the front-end to enable /proc/gps support.
The code is backwards compatible: if either tconvert or /proc/gps is not found, the old
time stamp based on the UNIX system time is used.

Modified symmetricom GPS time driver to use common function calls,
removed duplicated code.
Added /proc/gps support to the symmetricom driver. Rading /proc/gps
gives the current GPS time in seconds and decimal fraction.

This new rule builds a version of daqd for the use as a frame writer with
the GDS testpoints disabled. It changes the broadcast receive code not
to receive any GDS testpoint data on UDP port 7098. This will allow to disable this
port on the machine using the iptables command in order to stabilize the load
on a frame writer machine and potentially avoid broadcast data retransmission requests.

The data samples are bitwise ANDed during the decimation. If the data is decimated
4 times, then the result will be an expression d[0] & d[1] & d[2] & d[3] and not
just d[0] as is the case for the float format (datatype=4).
